Can this be used to suplly power to 5mm Blue LED Code: N22FN? With or without a resistor?

No, 3 AA batteries would give 4.5V whereas the LED needs 4V, so you would need to use a 25 - 28 ohm resistor on the positive leg of the LED, resistor linked below for you: http://www.maplin.co.uk/p/metal-film-06w-27-ohm-resistor-m27r

So using this product I should be able to put in three AA batteries producing 1.2 volts each, and get a total of 3.6 volts out through a connection similar to the studs on a 9 volt battery? (PP3)

The box has a PP3 fitting moulded to the outside to which you would attach your PP3 clip connector ( HF28F sold separately )
