A flex connector, with two terminals and rated at 5A- 250VacIn durable white PVC with cord grips at each end. It is designed for use where two pieces of flex need to be joined permanently. Complies to BS5733. 1979.

Can this be used to join electrical cable, rather than flex?

This is for electrical flex cables which are used to connect power to appliances such as lamps etc.  whereas electrical cable usually refers to the oval grey cables that carry the neutral, live and earth cores of mains power found behind walls connecting the electrical ring in your home - this is always 3 core so logically cannot be used with this 2 core connector which is only rated to 5A anyway.
