Will this cable work with a power supply with only a PCI-E 6 pin connector on to the new Nvidia GTX 1060 OC as the card is rated at 150w and requires a 8 pin connector. will this cable do the job?

it converts 6 pin PCI power to 8 pin PCI power ... the card matters not if you have 6 pin PCI and need 8 pin PCI .. this is the cable you need ...

Would this allow me to plug in a r9 380 to my corsair modular psu?

I would expect a corsair modular PSU to have both 6 and 8 pin connectors, but if it only has 6 pin then yes this will convert a 6 to an 8 ... please note if you card has both 6 & 8 pin you must populate both of them with power.

Presumably this is 6 *PIN* male end to an 8 socket female end, so one could use it to convert a non-modular PSU 6pin PCIe cable for an 8pin PCIe gfx card?

This is 6 pin femaple to 8 pin male, and would adapt an existing dedicated 6 pin PCI-e power for a graphics card into the 8 pin variation of the same.
