Is fan suitable for graphic card chips.

The item is primarily intended to cool motherboard chipsets really so is not the best option for GPU cooling. You are better off looking for an actual graphics cared cooler for the specific model of card you have usually.

3pin connection to motherboard?where does the 12 volts come from? i thought motherboards run on 3 volt?

Standard 3 pin fan connector is used for power, (motherboards have 12v 5v and 3.3v rails)
