Do I still need a voltage converter in addition to this device if I want to charge a dutch laptop in costa rica?

It would depend on the input rating on your laptop power supply. If it is a universal supply the input voltage would be rated at around 100-240V AC. If this is the case then you would be fine, if it is European only it may say 220-240V AC, in which case you would need a voltage converter as Costa Rica runs at 120V AC mains voltage.

Does this charger suit the 3 prong sockets in Italy?

This would be compatible with the universal sockets (Bipasso and Bipasso-Schuko) which accept plug types C, E and F as well. However this unit does not have the centre earthing pin so would not be compatible with an L type only socket.

Does this adapter plug into 2 pin or 3 pin sockets overseas - i.e. does it have 2 or 3 pins? I already have a similar adapter for 3 pin sockets. Can it be purchased in a Maplin shop or does it have to be bought online?
