Is there anyway you can connect to iPad Pro.

It doesn't physically "connect" to anything .... the TV signal captured by the item and then transmitted from the receiving device via Wi-Fi, the data is then decoded by the app or software. If you can download the app/software onto your host device ... then it should work.

Can I use this with out WiFi on iPad or do I need to use this were there is WiFi has I like to use it in work were there is no WiFi ? And will it plug in a MacBook pro laptop as well as iPad ?

It works via Wi-Fi .. it uses a built in aerial to receive TV that it then transmits via Wi-fi to the device of your choice
