If i plug this into a portable dab radio will this play through Bluetooth on car radio?

This device plugs into the audio input of it's host (for example aux in) on a Hi-Fi ... you then pair it with a Bluetooth Transmit device like a mobile phone ... audio can then be sent from the phone using A2DP protocol and the sound will come out of the host device.

No that is the opposite of how this device works ... You would plug this into the line in or aux of an amplifier or Hi-Fi and send music data to it from a Bluetooth enabled mobile phone or tablet

This information is included in the first line of the product description. Convert any 3.5mm auxiliary socket to transmit audio wirelessly using Bluetooth. as long as the headphones you intend to use are Bluetooth they will work.
