Because VGA is analogue ... this is DVI-A 24 + the 5 pin connector (actually four pins and 1 blade) There is no single/dual link option for DVI-A, that feature is only supported on DVI-D. The following article may prove helpful

If, as you have stated both monitors and PC have VGA, then you would require a VGA splitter would be required
