Which is the positive or negative / anode, cathode of the LED?

Can you give more details how this works. Do you need to connect to a computer PSU when not installed in a case?

This is basically a power switch, power LED, HDD LED and a speaker. These are normally permenantly fitted to the case so this allows the rig to be set up outside of a case.

does this need to have a cpu installed when testing out of a case or is it a matters of connecting these and a power supply and trying the power on switch ?

no a CPU is always neccesary, if you are testing things I would assume you are testing for POST beep.

the speaker will help because your motherboard can provide a bios beep code to determine a fault.
