Can I mount this switch horizontally to OPEN circuit at 15 degress above or below horizontal (zero) degrees?

Yes that should be fine 15° degrees is the point of actuation, so you would need to go past that in order to change the state of the switch. The switch can be wired to be N/O or N/C before it switches state.

Does it matter which way it is tilted? i.e will it close if tilted to the left and the right.
