At 5v supply, what value of load resistor RL is required? Can I use a 3.3v supply? If so, what value load resistor would be required?

About 100K should do it; try smaller values and be prepared to burn one out. If you're using a microcontroller, the internal resistance/current limit on its output pin may be good enough. i often don't use resistors with red &amp; green LEDs and haven't had a problem yet. haven't tested with an IR LED, though.
