is this a on/off button and would operate spot lights 12v

This would be a momentary type switch, as long as the button is pressed the circuit will be complete. As soon as the button is released, the circuit will break. This should be fine at 12V, however it would depend on the total current as well to determine if it would be suitable for your use.

Do you have a wiring diagram for the switch? I assume live cables connect to the two prongs on the end??

Sorry but no wiring diagram is provided due to the simple nature of the operation of the device. The switch operates in the following manner, you connect the wires to the contacts, when the switch is pressed the circuit is completed when not pressed the circuit remains open. If you are any way unsure about the operation of the switch or the safe operational values for voltage and current that can be used with this item then it is recommended that you contact a qualified electrician for advice.

Yes.Push to make is the same as normally open and pushing the button makes the circuit complete
