Unfortunately both the picture and the (awful) drawing both show the SPDT variant, and so are materially misleading. The dimensions given in the text are much more likely to be correct.

Are toggle switch 4 legs

This is a Double Pole double-throw switch and so has two poles each of which is switched between two outputs. 2 in + 4 out = 6 terminals (not legs!). Both poles switch at the same time with the single switch dolly (or lever). A four terminal switch would be DPST (Double Pole single throw) to give a simple on-off to two separate circuits at the same time. This switch will do that too, simply by using only two of the output terminals.
