Can this hard drive be used in a CCTV DVR?

This is a standard 3.5 inch SATA hard drive, as long as the drive in your machine is a 3.5 inch form factor and uses SATA connections for data and power, this should work fine.

No, for the PS4 you need a 2.5" HDD if you plan to replace the original hard drive. You currently cannot store and play games from an external hard drive.
