Does this work with a PS4 console?

It would depend on what you were looking to use it for, as an external storage drive for archiving and backing up the internal drive it should work fine, however the PS4 does not support the running of games from an external drive.

how do you format it to work on Mac?

use the Disk Utility application and select the drive, then the Erase tab across the top. Then format it using Mac OS Extended Journaled as the format and rename the drive, then click the Erase button

hi can this be formatted to Fat 32 to use with a smart tv

It would depend on the operating system you are using, in Windows you wouldn't be able to format this using the standard disk utility, you would need a 3rd party utility (there are many free versions to choose from) to format any drive larger than 32GB to Fat32. If you are using a Mac OS, you can format the drive in MS-DOS (FAT) which should make the drive compatible with the TV.
